As a Florida driver I've seen the unmarked cars do this more than once! Another thing they'll do on the freeway is slow down so you have to pull out to pass, as you're passing May accelerate to keep you in the high-speed Lane and get you going as fast as possible to get around.... Then light you up to minute you speed!
