"Unarmed"... "carrying a firearm." That does not make sense.

27 states legislatures have given their citizens authority to constitutional carry either open or concealed. therefore in those states the caller would have no complaint in law for police to act. As it is not illegal to go about armed. The premis for action in terry vs ohio ( armed and dangerous) is also diminished by the legislatures act.

Florida vs jl 2000 Held:  An anonymous tip that a person is carrying a gun is >>>not, >criminal activity may be afoot >The tip lacked sufficient indicia of reliability to provide reasonable suspicion to make a Terry stop:  It provided no predictive information and therefore left the police without means to test the informant’s knowledge or credibility. See Alabama v. White, 496 U. S. 325, 327. > in its assertion of illegality, not just in its tendency to identify a determinate person.

I believe it was an anonymous tip that got Daniel Shaver executed by the police while lying face down pleading for his life. BTW, he was unarmed.
