The only reason Russia's missile wasn't intercepted is that Ukraine has neither of those systems. It's a matter of relatively simple physics. Even if Russia's missile was just an IRBM, it seems, its flight pattern is the same: powerful acceleration to an altitude of many hundreds of kilometers, followed by an almost horizontal flight to the target, followed by a steep and humongously accelerated descent, likely to well beyond mach 10 - ICBMs reach mach 20 at impact. What this means is that in its final phase of flight the missiles trajectory is almost completely fixed, with very little change possible - an attempt to change its trajectory by one degree at any point in flight would require a humongous quantity of energy, and likely expose the missile to such strain that it would break into pieces. This is what anti-missile systems intended for interception in the final flight phase use. A relatively slow but highly maneuvrable interceptor is launched, which just starts to follow the incoming missile's trajectory, but from the opposite end. The interceptor doesn't even have any explosive warhead, it's just a metal rod with a rocket engine and a guidance system. The interceptor doesn't have to be fast, it just has to wiggle constantly around the incoming missile's trajectory to adjust its flight path constantly so that it meets the incoming missile head-on. Upon impact, due to the extremely high speed of the incoming missile, both it and the interceptor are literally pulverized. Once the incoming missile has locked its trajectory, by reaching speeds at which significant direction changes are no longer possible, and an interceptor has locked on to that trajectory, there's physically no way that the incoming missile survives the impact. The only thing that an save it is a malfunction of the interceptor - which is why Western doctrine says four interceptors should be launched against every incoming missile. The chance that all malfunction is pretty close to zero.
