Not all penalties are converted, so the cheating player who's stopped the ball going in with his hand hasn't been punished enough by giving away a spot kick. Brian must have been furious when referees started sending off outfield players for stopping the ball going in with their hand but I think that was a good move and I'm glad they still do it today.
