I actually contacted m-sport for the new Fiesta Rally2 details and they said it can be used globally. It is priced at around $200,000 (not including options). I don't think the US Rally Association accepts Rally2 cars.

Technology used to make Rally2 car (New R5) is expensive I guess this car have only one thing as "normal" fiesta - front windscreen

There are multiple R5s racing in the US rally championship. They are not ones you can title but they are imported for racing and get a temporary street legal status for this. Come to any ARA rally and you will see several of them!
