If he releases privileged or protected information to explain something trivial he may go to jail. This is why defense contractors regularly sound vague or like they're searching for what they're saying, because there's certain topics they have to avoid or certain depths they're no allowed to go to into some topics.

Better hope China doesn't use an EMP. Our electrical grid only has 3000 massive four thousand ton transformers. Each one is made in Germany or South Korea. And they take a year to make. We don't have any extra on hand, so if we were attacked with an EMP we'd be without power for at least a few years. That means no water from the sink, no grocery stores, no traffic lights, no heat, no working toilets. Your vehicle and cell phone won't work. Depends. Obama and a few other people within the government limited what they can do, although Snowden said that during Obama's second term he made the NSA even more powerful. They don't have enough agents to spy on everyone all the time, they use a key logger so if you say things like "kill president" "bomb" they can find those terms on any platform and flag you, and spy on you.
