If you specifically tell your customers that deposited funds aren’t being mixed with invested funds, it doesn’t matter how “similar” your activity is to what banks do. It’s called fraud. When you deposit cash into a bank, that cash becomes the property of the bank and they can do whatever they legally want with it (the bank doesn’t lend it out to anyone else, but they do use it to satisfy withdrawal requests).
