After 21 years in the CF I totally agree. We are very top heavy not only with Commissioned Officers but with civilian Bureaucrats as well.

I was an officer (not SOF) but completely agree CAF way too top heavy. Tends to drive career focus more than mission focus.

The Canadian military has always been top heavy. It's been like this for decades. It was the same when I first joined the military back in the early 1980s. And probably NOT going to change anytime soon. It's a military doctrine with the idea being that if a major war breaks out that the top elements will be in place. And the lower elements or lower ranks can be quickly filled or trained up. It's a bit of an outdated doctrine as modern wars are usually fought with the military that you have right now and not the one you wish you had. But the doctrine still has some value.

The CF is manned with exceptional senior and junior NCO's that could absolutely absorb many of the functions currently carried out by commissioned officers all the way up to Major. The house needs to be cleaned and cleared out from the top down.

Yes, any regular Canadian Armed forces member (all ranks) or reserve members can apply to the JTF2 selection process.
