He was explaining what the Defense Production Act allows for. Its an existing law; thats been used before during WW2, and even a little bit during covid. He says most of it would be "a bridge too far" and only advocated for Threat Intelligence Sharing, which a lot of companies already do, knowingly or unknowingly.
