The reason why you're having problems with secession movements is because of your low standard of living. If you're able to increase the standard of living, there will be fewer radicals to deal with due to the met demands and almost instantaneous increase in their standard of living.

At the start you want to build more wood, tools and iron to make costruction cheaper, then just keep an eye on your market and see what has the highest price, that's a pretty good indicator for what you should be building
