That is as simple as. Time time and different times. Sometimes you must use verse 4 and to another person and situation use verse 5. You must be wise to use it accordingly.

Honestly, this makes sense with the seeming duality of life. Answering a fool in the way he might understand is wise, but don’t encourage foolishness by going along with it is an example of how to interpret the proverb wisely. It’s kinda like talking to a kid/child using understandable language, but not going along with every whim of a kid/child... Lest the person goes astray in their actions 🤔 I think it makes sense, but more interpretations would be welcome. 😅

I think their is wisdom in understanding that there are times to answer a fool, and times not to. But I also think the author intends us to interpret, in these seemingly contradictory statements, a difference _in the way_ we answer a fool. And the use of the same phrasing, is to demonstrate how subtle the distinction between the two is. It's all about which parts you put the emphasis on, as to how you interpret and apply the proverb. For instance, the Amplified Bible takes this approach when it renders the two verses as such: "Do not answer [nor pretend to agree with the frivolous comments of] a [closed-minded] fool according to his folly, Otherwise you, even you, will be like him. Answer [and correct the erroneous concepts of] a fool according to his folly, Otherwise he will be wise in his own eyes [if he thinks you agree with him]." In other words, do not be like the fool when you answer him (that is, do not answer him according to his folly), rather, take care in how you answer the fool as you correct his folly.
