It can, and if the conservatives have their way, it probably will. What we have now is similar, in some respects, to what was typical in the 1950s. It has improved; we don't institutionalize as many children. Even as late as the late 90's, it was possible to institutionalize a child. I know one example where the child completed the K-12 system and now holds a Bachelor's and a Master's degree in History and was recommended for institutionalization.

First, the DOE budget does not begin to cover the cost of K-12 education. States and local communities cover almost all of the cost. In Georgia, the Republicans have chosen to underfund education in recent decades, negatively impacting all public school students. Back when the Democrats controlled the state, they basically did as little as possible to educate about half of the children until the U.S. government forced them to pretend they cared. And those Democrats switched parties and became Republicans. Second, the U.S. DOE is not responsible for teaching reading and math. The process of earning knowledge has to start at home; it's a parent's responsibility. Yet, how many parents know it's their responsibility and the basic skills and knowledge their children must know before the first day of formal schooling? And why is it the parent's responsibility? The educational assembly line system supported and maintained by Republicans and Democrats at the state level is not designed to teach children the basic skills and knowledge to start school. Are there a few recent exceptions to this? Yes. But even then, the exceptions start later than needed. Still leaving a "School Preparedness Gap". And Georgia is considered a leader in this endeavor. Reading must begin at home, and when I can talk to parents about reading, I talk about the three times parents and their children must read together. Now, I have started with reading because every math problem is a word problem. And I wonder just how many people understand. Reading requires skills like decoding and translating. So does math. While I cannot scientifically prove that diminishing reading skills directly impact math skills, they require some similar or identical skills and abilities. The appreciation and satisfaction of reading through modeling must start at home. And be sincere! As for shutting it down and restarting to actually improve the earning of knowledge, I have no reason to believe elected Republicans and Democrats, with their chokehold on education, will give up that chokehold, freeing the chokepoint to earning knowledge. It would require them to stand up and admit to more than a century of lies and deceit.

The Dept of Education has been used to collect data, etc since the “early days” of the USA - while they would push different initiatives (I remember the President’s Physical Fitness tests that we took every year when I was young) - it was Jimmy Carter who turned the Dept of Education into something MUCH bigger, an entity that provides grants for a much more broad/ expansive (& expensive!) range of programs AND they have a hand in student loans - since the government got involved in student loans, the costs to attend higher education institutions has drastically increased. I understand the concept of setting goals & measuring results at a national level, but the states/communities need to be the ones who hold the purse strings.

A national curriculum doesn't work. A state system with a country framework does. I have lived it for 20+ years but FOCUS must be on parents first. Try to imagine a teacher who can actually pass an SAT and perform above an 8th grade level. Teachers tested at least once per year, to determine their performance level.
