Because they have a lot of different political parties. Hence it's hard for any candidate to get 50%+1 absolute majority on the 1st round. The few that do win full stop. Those that don't get to compete between 2 or 3 Max candidates in the 2nd round.

It's their system. In the first round you really vote who you want. In the second round you vote the one you hate the least from the two standing. I would prefer proportional representation with preferential voting... but nevertheless France's system is still better than FPTP anyway...
