Stipe is a pro in every sense of the word. He knew his only chance to survive was to crawl on Ngannou's back and stay there. He knew the guy was a boxer almost purely at that time in his career. Once Francis learned to sprawl, stipe's plan went out the window along with everyone elses. Now you gotta stand there and trade something with him. And we see how that goes.

Honest question here: Do you know why Joe Rogan has that view? In my opinion it is because Jon Jones's strength in MMA is being a nullified, he takes peoples strength away whatever it maybe, uses range, technique heck even filthy tactics like knee kicks and eye pokes, If Jones makes Ngannou swing for air for at least 2 rounds hes got a chance, remember Jones has a longer Reach than Ngannou (84.5 vs 83) which is rare I dont recall Ngannou fighting anyone with a longer reach than him.
