That's part of knowing your periodic table. Check out my video on the periodic table for a complete explanation. Anything to the left of the semi-metals is a metal and anything to the right of the semi-metals is a nonmetal. The general rule is that the more to the left the more metallic.

We use the -ate when naming acids and as part of the polyatomic ions. Dinitrogen tetroxide is a separate compound.

The three -2 oxygens create a total charge of -6. So, there must be two +3 irons for a total of +6. The charge of the metal must balance the charge of the non-metal to zero in an ionic compound. Watch the video again you will note the charges are balancing out.

@ejr117 the only ending you have to worry about is the -ide. You add it to the anion or more electronegative element. The -ate ending is used in naming ternary acids and polyatomic ions. Just learn the polyatomic ions names and learn to name acids.
