I have a theory as to how Elsa has powers yet Anna doesn't. To get them, you need two copies of the recessive allele to get the ice powers gene. And let's say their parents are either dominant and recessive + both recessive or two of the former. And Elsa happens to have both recessive alleles, hence powers, while Anna has a dominant non-powers gene, hence no powers (although I'm not sure if magic cooperates with genetics).
