@@erikt3672 Vulkan wanted to protect humanity and care for them, while Fulgrim wanted to raise them up and make them fulfill their potential, be their best. Both of them, along with Sanguinius and pre-Butcher's Nails Angron, were the empathetic humanist Primarchs.

Id say that's sanguinius, he was everyone's favourite and the emperor wanted him to be his heir. It's why his death in the heresy is such a powerful story beat. I will agree that fulgrims fall is the most out of character. He never would have fallen had it not been for the daemon blade.
