He didn’t take all his items when he moved out which showed that the second one was supposed to be temporary. He was likely tracked down via finances, if they shared any bank accounts or if she had access to his (which she likely did) all she had to do was find the rent payment and find where it was addressed to. She doesn’t lack intelligence, the way she acted was more high level manipulation.
