The whole "The lottery was invented to catch time travelers" was something I used in a short story I wrote in school way back when. It wasn't the central point of the story. In the story there was a secret society of people who had the ability to send their consciousness back in time into their own body, essentially returning to a younger version of themselves with all the memories intact. They would be in a new timeline now. In their old timeline, everyone would see their body simply drop dead on the spot, so this wasn't something they did lightly. But if anyone did decide to go back, they would memorize some lottery numbers. Go back in time, win the lottery, and that's how the society funded itself.
