Interestingly "What it is" was an informal greeting between black people in the 70's. So this cop would have been a teenager at that time and would likely have used it. Furious saying "what it is" in such a deliberate manner gets his point across in a very direct way. Basically you've forgotten what skin you're in.

Stayed on Base and studied in the Library when off duty. You can save alot when you have free rent, food and medical. When he got out a distance of 80-100 miles away form his crap for neighborhood would have benefited Trey.
