Either that or just mentioned a few times and then be heavily downplayed until they aren’t mentioned or referenced again, kinda like retconning You ever notice how a lot of characters from Rise of Cobra aren’t event acknowledged in Retaliation? Or how often was the events of Rise of Cobra were brought up after the prison break?

I know the Warden made it seem like he had total jurisdiction over storm shadow, but that's only in the sense of method of containment and what was done to the prisoners and so forth. Since Snake eyes/storm shadow, destro and CC could both be considered so many things like a high value target, a prisoner of war, and a government or UN asset, they were probably given orders to not let them die before at least getting something out of them or having probable cause. Letting storm shadow die right here, no matter what circumstances, would mean about as much as a major asset loss to whoever was in charge and would get everyone fired, including the warde

What bothered me most about this film is that most of the core cast of the first movie are not even in this film. Only Duke showed up, but he was killed and that bothered me. I wanted Duke and Cobra commander that have that nemesis type deal like Megatron and Optimus.

Scoonertuna According to the director of this film, he wanted to distance this sequel as far away from the previous film as humanly possible, which is why he killed Duke off along with leaving Destro behind, and conveniently forgot about Baroness because that would've involved the film actually acknowledging the events of the last film even though this movie is technically a sequel to "Rise of Cobra."

People can say waht they want but Retalaition was more in line with the comics and cartoons. Storm Shadow Snake Eyes and Zartan. Cobra Commander is a lot better. Road Block is a chef as little as that was still little things like that.
