why are you wasting time on cutting the jungle instead of immediately making farm before going to the next tile?

to get more production in a city that already has lake victoria (jungle are always over plains I believe)

Also, in some cases, to speed up border expansion to certain tiles, because it's cheaper in culture cost to expand to flatland tiles than rough terrain tiles, and the city governor tends to prioritize cheaper tiles over more expensive ones.
