No. Dany was just flying in a much more effective way by having the sun at her back, divebombing, and staying low while going at very high speed. She made herself a very difficult target to hit with slow-reloading slow-turning scorpions.

In season 7, Drogon got hit because they didn't realize an effective antu-air weapon existed at all. When Rhaegal went down, it seemed that Dany just wasn't paying attention and dragons probably could care less about ships (dragons without riders seem, less smart). This time though she knew the stakes, knew to attack from the sun/clouds. and keep moving quickly and at low altitude where it would be hard to track. Totally reasonable that she would be hard to hit, and it's not as if Drogon took hits and kept going. I'm more curious as to how dragons work, can they breath fire without cost or what?

People didn't understand well in here, no one in the whole series before from Old Valyria to Aegon conquest to dance of the dragon has face this many scorpions as Daenerys did! She's even alone with only one dragon. Old Valyria may faced worst enemies so did Aegon or Rhaenyra but there were thousands of dragons or dozens by the time dance. So Daenerys Targaryen is one of the most strongest Dragon rider ever lived!
