it really depends on the studios its outsourced to. because Atlus outsourced the persona 4 arena games to the people behind the blaze blue series, and it was solid. the major problem is that most of the time its given to a company with no experience in the style of game that the series is made from, and unlike atlus don't supervise the process to ensure the game is coming along smoothly
