I hear a lot of people debating on who ash’s ideal rival is between Gary and Paul. Though there are some good reasons for both, it’s always gonna be Gary(not cause he’s the first, the most famous, or long term) here’s why: Gary is “actually” Ash’s rival who he’s always been determined to surpass. Out of all the rivals Ash faced, Gary has been the one that drove him to train harder by going to the johto and sinnoh regions(kind of like how Vegeta is always determined to surpass Goku no matter how long it takes). Paul is more of a nemesis who has the same goal as him, yet an opposite personality. You can see Ash was determined to beat him, but not because he wanted to prove he was stronger like usual, it’s because he wanted to prove Paul’s methods with his Pokémon were wrong. In short, Gary is his rival and Paul is his nemesis.

Also ARCAININE IS A LEGENDARY Pokémon. It's CANNON. If you look at the Paldean Pokédex. It's type classification is Legendary just under it's name like the other legendaries.
