Its likely because of his connection to the world. When he first arrived and was leaving his connection to the world was at it's weakest. Which is why hos voice began to distort.

A very CLEAR clarification, this was only the first arc of the MWSIH webcomic. Please for god's sake, read the current arcs as the story has advanced on for the last year. Studio Catbird (aka Ask Frisk And Company creators) has been dubbing the whole comic for a good while now. :)
