California has been broke for years. One of the biggest accounts payable on our ledger is Calpers/Calsters, the state retirement plan. It is requiring enormous amounts of money to stay "solvent". The state can't afford to meet it's obligations in this regard, the promises made have been foolish. What do you do? You spend less on other areas of government. Which areas? How about crime? The housing of prisoners in California is another one of the largest accounts payables. You (Kamala Harris as state attorney general) pass prop 47 and 57, you decriminalize property crime under $950, then you get everyone who is in prison for this reason out. Now you've saved the state BILLIONS, which you can now spend on Calpers/Calsters instead. We have been subsidizing crime, and living in an unsafe place to help pay for public sector employees retirement security.
