Take for instance the PAC in Ekurhuleni, some time ago they negotiated with the ANC for a coalition on terms that the ANC releases the 201 APLA prisoners who were incarcerated under the colonial apartheid. The coalition continued and the APLA guerrillas are still languishing in prison. You cannot make deals for municipality for issues that can only be tackled by the parliament, or the President.
