There are 28 total new items. You said you opened 9 packs. There are 3 total items in each pack. 3x9=27. One of the items is also guaranteed to be a bounty or Horde skill. 27-9=18. That would leave you 10 items short if you really did land all of the other skins. DON'T MESS WITH ME DAKKA.
