It was a different order back then. Children didn't came in as infants, you could even join as a teenager or adult (look at Revan). Also, relationships and "negative" emotions weren't fraud upon like in the clone wars. But I think those stories contributed a great deal to make the order to what we see in the prequels. Sadly, they traded one extreme with another. Instead of teaching their students to manage emotions, they told them to push them under the rug.

A common theme that is between all Jedi, is the fear that everything will go wrong. If you look at Anakin, he was meant to bring balance to the force, but the jedi council was in fear that he would destroy their old ways, leading to neglecting him, and promoting the rise of Vader. Along with that, many times an order of jedi fell, it was due to fear of losing control. The jedi could've understood that change was needed, but never wanted to put it in practice, that is why many lost their ways.

So, in their attempt to stop the rebirth of the Sith, Tey and the others of the Jedi Covenant, became the very thing they sought to stop. In some ways their tale echos Anakin's to a degree. He fell to the darkside to protect his wife and unborn children, but the very act of his fall became the reason, in part, that Padme died. His vision was the impotence of his own fall. Tey and the others took an extreme option to stop the rise of the Sith and became Dark Jedi themselves.
