So in this particular example would you not sand and polish ?

After the gelcoat has cured, you can polish it if desired.

Typically with sanding and polishing it is to smooth and give it a shine. Since it is in an area that's not really visible wouldn't typically be necessary. Even if it wasn't being on the inside of the boat having it be flatter instead of glossy helps with being easier and helps avoid being blinding on the interior sides when it reflects the sun.
