Even in upsc there is no percentage requirements then why these organization Beneath IAS offficers resort to this do they think they are superior in some way. An IAS can become governor of Rbi there is no percentage requirement but to become grade b there is.

You are correct, but these organisations are autonomous in deciding eligibility criteria! Only PM can direct them but as of no one has reached or demanded to relax the eligibility criteria of these organisations.
