The game does have modding, there's a discord for it, however at this time, majority of the mods effect the city itsself rather than additional features, there are two that help debug, and one that lists apartments on the computers in city hall. They've been working on being able to kill NPCs, except it breaks the simulation when that happens

Playing my first city in the game and yeah I noticed real quick while rummaging through files that “Hira Ghannam” owns the whole damned place. Was wondering if it was some weird bug but it seems more like an oversight or something they never got around to. Either way I’m obsessed with the game right now and making my own little noir detective stories. Hope they keep working on it to make it better. Addendum: I just check ole Hira’s adress book out.
