Horse Guards has been guarded for hundreds of years. Whitehall is a public road and open 24 hours a day, except during national or royal ceremonies. Horse Guards Passage is open during the day and free to walk through, The thing tourists obviously don't understand, or just don't care when they ignore signs and cause a nuisance, is that this site is also a working military barracks. Obvious clues to the site's status and security are in the name. If that were not enough, there are mounted soldiers and armed police on duty. Tourists can walk through the archway connecting Whitehall to Horse Guards Parade, but, technically, that's all. Tourists and the clowns in these videos are tolerated, and should think themselves lucky.

It has something to do with level of balance, heavier one side than the other so as not to scare the horse, I asked this question before and this is what I was told
