That's just what the English ADR director claimed. The licensing deal part others have said might be true, but the reality is, the English dubbing company just didn't care enough about the show to do a faithful dub. It doesn't help that the show is extremely boring, in reality (although not unpopular in Japan.) So they basically just said, "Yeah, this sucks. Let's fix it." And in 99% of cases, that would be highly disrespectful to the source material and enough to get you fired. This is the one exception to the rule because the English dub is actually FUNNY and well received.
