I still remember the scene in Fried Green Tomatoes at the Whistlestop Cafe where the girl steals the parking space and taunts the elder woman who then smashes her car saying elder women have more insurance.

I find this story a little hard to believe. The police would never lay in wait to bust these girls. They would do the right thing like calling a cab, Uber, or having them to call a friend or relative for a ride. Besides that, the man would have to be beyond mean to possibly ruin a girls life over losing a mere parking space. A normal person would simply get angry and find another space or tell the girls off to make himself feel better. I smell BS.

You come across as somewhat naive - The police would & should definitely nick them for drunk-in-charge: Anything else would be dereliction of duty - particularly if they caused injury or death.
