Are you're audio files for the radio labeled? Or do you have to search each and every one of the files to find the one you are looking for? It takes me 2 days just to make 5 minutes worth of edited radio chatter gameplay in tc2 so I'm starting to wonder if making these half hour long videos is a massive pain

I have them labeled in categories. I do have to search for some lines, but it's not that bad. I'm still surprised I'm able to make videos like this, by just editing it on my phone. I improved as time went by, and eventually I rerecorded the lines over again, so the cop chatter had better sound quality.

How did you get it to run at 60FPS?

The app I use to edit with allows me to convert it into 60FPS. So technically, it's not running at that speed in the game, but the video itself is.
