I would say a lot of people who is below 30 cannot swim that is true older generation used to bath in river so obviously they can swim. Those people who are from town and cities where there is mostly no pools or well kept lakes usually dont swim. But india is a big country with lots of rivers and ponds so obviously a portion can swim

Best beach in India is Goa, Varkala is not even the best beach in kerala. You have many clean beaches in northern Kerala like Kannur district, infact the longest Drive in beach in Asia is in Kannur, Kerala( Muzhuppilangad beach) where you can drive your vehicles through the beach Id suggest you to leave Varkala and go north, Vayanad would be a great option
