The popular assumption that people don't think participating in government (voting) has any positive impact on their lives, is the correct thought. Government shouldn't affect our lives, good or bad. Unfortunately, government affects individuals too often and too much. Eliminating all government effects on the individual is impossible and not even desirable. However, it wouldn't hurt to minimize the size and scope of government.

Drugs aren't legal in Portugal, are decriminalized as you say, which in practice it means that nobody is prosecuted for USING drugs, but drug dealing and distribution is still ILLEGAL and prosecuted. And this approach is not a novelty in Europe. Drug use has been mostly decriminalized is Spain for decades, though only in private spaces, i.e. you can take all drugs your want in your home, but you cannot do it in public spaces.

lone superpower? i mean, i guess thats probably largely accurate since the USSR was decimated in ww2 and was never not on the backfoot in terms of industrial development compared to the west... but i think youre confusing the post ww2 era with the 90s post cold war era, as the USSR still maintained a massive sphere of influence throughout the cold war besides that though, just in general its a rather unscrupulous question. how are you determining what a democracy is? it is beyond obvious, (and has essentially been proven regardless of its obviousness) that the US functions as an oligarchy, and that there is virtually no correlation between what average voters actually want and what their "democratically elected" politicians actually do. israel is also obviously not a democracy, and in even starker terms than that of the US (at least not a "liberal democracy", since palestinians and all non jews are literally codified into law as second-class citizens). "democracy" in the west really just means a relatively high standard of living (thanks most chiefly, but not only, to accumulated wealth from third world plunder and quasi slave labor) with the thinnest patina of liberal values to put some lipstick on the pig for the ruling classes that have a personal and emotional interest in believing that their class positions are justified by some kind of merit

Western wealth is based on advanced technology, higher education, and more rational and efficient economic systems.
