To my understanding habdophobia is the fear of being criticized and is described as something along the lines of "being criticized feels like being physically hurt, like being beaten by a rod." Rhabdo means rod. Betty/Bête Noire's ability takes gasters ability and uses it against him, so she's sort of taking his own thing and using it agaisnt him the same way you would when criticizing someone. She's also physically hurting them, so she's hurting them with their own magic the same way you would hurt someone with their own words when you criticize them.
