It is concrete, it will be cold if the room is cold

Will this remain stuck to a driveway that gets snow and is heated?

Yup! You just need to let it cure at the correct temperature. After that it is fine. Air and substrate surface temperatures shall remain be tween 50°F (10°C) and 90°F (32°C) during and within 48 hours of placement.

How does stamped overlay perform in cold_snowy weather? Is it possible that it will peel off?

It will not delaminate if you have done the proper prep work :)
