For me it is a cold war situation. Any god stepping foot on the material plane setts off a chain reaction of their enemies and allies jumping in that results in mutually assured destruction. If Heironious shows up then Hextor shows up and if Hextor shows up then Bahamut shows up and if Bahamut shows up then Tiamat shows up and if Tiamat shows up…next thing you know it is the apocalypse. The Powers can’t gain influence and power in the Cosmic Balance through the material plane if the material plane is destroyed.

In my campaign this is explained by the other Gods. Gods derive power from their worshipers. More worshipers, more power; the Almighty get Almighty-er. If a God were to go to the mortal world and start changing things, the other Gods would see it as an attempt to gain a lot of power very quickly, likely in an attempt to attack or overthrow another. Tenuous alliances exist in the Pantheon and this would not be a good look. You run the risk of alienating all of your allies and becoming very.....mortal-looking to the other Gods.
