Great pick up! I am most certain it is not a striped catfish, instead a blacksaddle goatfish school. I realised this after I had already posted the video 🥲

Conditions and visibility can vary a lot. Mainly looking for southerly winds and low wave height. Probably need a few days of southerlies in a row to have ideal conditions, otherwise you might not see much! Best of luck!
