considering this for my SP-16. I use a lot of samples and 1 shots. Wonder how well it would work.

Rocking an sp16 here to 👍 there is a master compressor which is a bit more tweakable than the per tracks one. Having said that the effects are not exactly the strong point of the SP (apart from the filters) so getting the golden master couldn't hurt. Always handy to have a bit of endchain glue. & Much better quality . Especially if your only recording the stereo outs or adjusting for different rooms live. Your other options would be the elektron analog heat or oto boum 👍 Its a great sounding sampler 👌 enjoy!

Does it have enough headroom to accept Eurorack signal levels on the inputs, or is it just intended strictly for instrument/line?

most of the features were included in the eurorack 3U and 1U versions already in 2021. Pedal version is made in a standalone format for typical line levels, high impedance inputs, 3 presets for the live settings, dry/wet for parallel compression and extra knob 'Global Threshold' added to faster find the needed levels. Also pedal has extended VU meters and assignable expression pedal vs sidechain while the eurorack module has VCA CV and parallel compression can be made by splitting the audio signal - because it is modular. As you see - similar core features but totally different applications. Still the Golden Master both eurorack and pedal are really unique to their features - there is nothing else on the market
