So-called golden visas are being used by rich foreigners seeking to gain Canadian residency through a controversial Quebec program, despite suspicions of fake documents and dubious assets, a hidden camera investigation reveals. The revelations by the investigative program Enquête pose troubling questions for the Quebec Immigrant Investor Program, which allows foreigners to lend money to the Quebec government in exchange for residency.

Your not alone. Mass migration suppresses wages, combined with real estate inflated with this, guess what that means canadians in vancouver can never raise a family. We'll be completely disappeared within a generation. Canada has basically sold off large parts of BC to foriegners, lock stock and barrel.

@@michaelmorrison8714 it's not just Vancouver anymore either. My husband and I both work, me part time and him fulltime. We have kids and if for whatever reason we had to leave our home, I have no clue where we'd live. The suburbs are overpriced, the Valley, well the added cost of commuting outweighs the savings. We would most likely leave the province, if not the country.

so gaby you and your family, as well as my family are paying a very very heavy price for these globalist polices (aka nothing more than money laundering). It about time people are allowed to tell it how it is, rather than being called "prejuduced" or whatever. These globalist policies have been and disaster for regular canadians( aka the decendents of the people who actually BUILT this country). Globalism also balkanizes countries, Look up Yugoslavia in the 1990's if you don't know what balkanizing means. Its aint pretty.

Money laundering, criminals, drugs ,high RE prices in Vancouver are concequences of it. They first go to Quebec but after ended up in Vancouver.

NV is the same now in Montreal, I live here and can tell you. Housing is so expensive now than no one could ever imagine. Is a real nightmare for the youngest families

Here's a few things: 1) China is getting richer because they decided to focus on investing on their education and infrastructure. It used to be that they would have to buy high technology from us but they're now building they're own, sometimes better 2) the supply chain had tremendous benefits to us. It kept costs down so that you could go out and buy whatever you need to live a decent living. Again, it's more about what they did in that they reinvested money back into their economy instead of what other countries have done with their surplus This is a problem that we have created due to a lack of investment in education and infrastructure. We have a serious problem of intellectualism dying in the West - think about that because you're contributing to this issue

This happens in almost every country you guys, and being Canadian we are from a wealthy country that does this more often. Go count the Canadian expats in Mexico and the Caribbean. You think most of them went through a years long immigration process when they could just buy land or invest for a designated amount?

Not sure if you noticed but this investigation was made by Quebec's CBC itself ,first aired in French then was translated to English for the rest of the country. Thinking that Quebec people are supporting this fraudulent scheme then rougly mixing it up with the sovereignism mouvement shows how little respect you have towards your franco compatriots

Montreal RE is uphill now, same pattern. My neighborhood is now super expensive and full of Chinese richer inhabitants. Some of them living actually here, others buying houses as investment only.

Many European settlers came after the Chinese, especially in BC where the Chinese been settling since the 1800s in Canada. They built the railways, and paid for this country as much as many Europeans. This new wave of immigration is specifically from very rich Chinese who made their wealth in the last 2 decades and are escaping from China because their own government is cracking down on how they embezzled that money. So they hoard it overseas.

That's owner(Jean Francois Harvey) knew exactly what was happening in his offices im sure, but just to protect himself he fired the employee that was filmed doing what she was obviously trained to do. I always kind of feel sorry for the employee caught in between... The law should be changed so that the people getting in have the obligation to establish in the province they are applying for. Also there should be much more time for immigration employees to verify each file, as 7hrs is just a joke. It shouldn't be about quantity (how many immigrants get in or how much money they bring at first) but more about quality (immigrants that will establish here, that will build businesses here and help the economy in long term, that are also legal). We don't need these immigrants, so we should be very careful whenever accepting new people, money doesn't mean honesty.

There's a saying in Chinese: 上有政策,下有对策, which means "Policies from above, counter-strategies from below". These immigration programs might have some initial good intentions (or maybe just a cash grab for the govern't), but for the new rich entrepreneurs from politically unstable countries like China it's the light at the end of the tunnel where they can find safe haven for their money and family. We've all heard of "Tax havens", well this is the new "immigration/political haven"

Being against this ridiculous immigrant investor program does not mean your anti- immigration. Diversity is truly one of our strengths. But buying citizenship is not the way. Family class/Skilled worker/Refugee...these types all make sense and the door should be wide open for these types. Canadians have to be willing to push back on this terrible program and end it. Otherwise it will not be a level playing field for all Canadians.

I'm a Chinese immigrant. I chose the BC PNP program. I sold all my shares in China, invested 3 million dollars in a small town to build up a new business, hired 15 local employees, swimming pool built free for the local elementary school to use to teach swimming, annually 1 million and more revenue acheived. However the application lasted 2 years and my family just got the work permit before Christmas. Still 2 years to go to apply for the PR. And what about Quebec program? Fast and easy. And the applicants don't even need to stay in Quebec. They move here to BC, in Vancouver! What can I say? I don't feel the real Canada lovers and the real investors are truly welcomed in Canada.

And my wife, a famous dentist in Shanghai, can not work as a dentist here. Although so many patients here are waiting for a local dentist. They usually drive about one hour to the neighbour town for oral care.

The wealthy immigrants in this documentary do not want to be Canadian. They want to own here, and give them selves the option to vacation here from time to time. Surely a tax incentive economy experiment? If Vancouver could bring a real estate market from one of the most affordable to one of the most un affordable . But with Government take incentives for outsider investment and non owner tax brackets? Maybe? However some East coast provinces tried this and crashed the real estate economy for investors.

So, can't the federal government requisition all of the applications and find out who is not actually living in Quebec? And seeing as they lied on their applications, couldn't you then seize their assets in Canada and mark the application as forfeit?

I don't know this is pretty one-sided. I want to bring my parents to Europe and the only affordable options seems to be one of the cheaper golden visas. I don't think this makes us corrupt, they can look after my kids, they will be closer to me where I can care for them and they don't have any security, family or pension back home. Here they can retire and earn rental income from tourists.

There is one truth about why investors don't stay in Quebec, it's French. Quebec gouvernement will never admit about it. Before Montreal was the heart of Canada, since the law 101 and independence vote, almost all business flees to Ontario. Even children that are born in Quebec have difficulties in French. And when you go down to downtown, all speak english, or in school. Quebec want investors, But french laws make all run away. We talk about here is"invest in Quebec", criminal launderers is an other.

yes, because still many copmanies exist solely to provide investments for QIIP applicants, but moreso in financial assets

@@MLO514 it's been suspended until April 2021, after already being suspended until July 2020. There are other programs for investing in Canada but they're much more onerous and involve actually starting a business in a province but the QIIP is currently suspended. It could open up again, it depends on how Quebec wants to fund the province after the covid crisis, but you might want to keep up with current affairs before you state falsehoods.

Also immigration consultant or agencies offers pathway after payment they will use other requirements to tell you’re not eligible. Such as IELTS or your CSR score is low etc. Canada requirements change every time, you might be eligible then few years no longer eligible. It’s difficult to move as a professional with high skills and a registered nurse but if you’re asylum seekers you don’t need to follow the hardship such as taking IELTS 7 each or studying for 2 years in Canada to get PGWP then eligible to apply for PR. This if you’re rich can afford expensive tuition fees. There’s no fairness.

Uk makes huge revenue with all sort of visa immigration applications. A family of 4 to apply for permanent visa cost about £10k including lawyer fee. If you don’t hire a lawyer, it’s very likely that you make a mistake and the whole application get thrown out and you would have to reapply and pay the fee again. Yeah immigration is a big revenue. You can reject the application and the fee is confiscated

The province is getting a good chunk of money is that good or bad? After all next week could be another 2008. In the US you need to invest at least $500,000 in a select area or $1,000,000 and hire at least 10 US workers to get a permanent residence card.

They were welcomed here in Canada if they had a specific amount of investment income. Richmond just south of Vancouver is a "Chinese suburb" where I was to asked to leave a shopping mall "that was built only for Asians". Look at the casino there? Clearly drug money. Came with dirty money from Hong Kong. And they were responsible for the outrageous real estate situation In Vancouver. And after the houses were built many owners left their children. And moved back to Hong Kong. Their contributions to Canada by the rich Chinese incomes are minimal. The government turned a blind eye to the source of the cash. What a laugh. Canada was and still is known as a good money laundering country. Law enforcement were appalled. But the politicians thought it great. Kickbacks? I would bet on it. And it is disgraceful and sick that Canadian people agreed to do this, for money. It's fraud and Canadian lawyers appear to have no problem with giving a blind eye also for money I'm sure. What are the relevant law governing doing with these actions. Many are also blind. Money is everything today and I feel so guilty for even having children. L

I am working in immigration for 16 years and I can tell you this is only a tip of the Iceberg. Don’t blame those riches, instead we should see who are open the doors or even creat the path for the riches. And then we will know things like this will never stop. Sad.

As far as I understand my Canadian government has been allowing questionable people in 4 years. In the past it was questionable people with money now it's just questionable. Maybe it's a ploy to seize assets in the future. Personally I don't like criminals of any kind coming to my country everybody that comes to Canada should be free of a criminal record and if records aren't obtained then they shouldn't be allowed to come

I am a cynic and have delved into many conspiracies which I give more credence to than the average person yet I am flabbergasted by this report and Canada's complacency or rather participation in this system. This needs to stop now. I am so tired of Trudeau pretending to be a Prime Minister of the people. He thinks that his socially progressive views give him carte blanche in continuing to allow the super wealthy, including many in his immediate circle, to live by a completely different set of rules. What was the outfall of the release of the Paradise Papers and Panama Papers? What was the level of prosecution of Canadians involved? Maybe we can put some of these workers in the immigration department to work sifting through those documents and throwing the book at these individuals; not small symbolic punitive monetary fines but seizure of assets and real jail time.

If Quebec keeps the program going long enough one day more Chinese will flock into the province. After all, at one stage, and that is rapidly approaching, even Vancouver will be too expensive for the new groups of Chinese landing in Canada. Only the very wealthy will be able to afford Vancouver and major parts of Toronto. It is cities like Halifax that are on the radar of higher middle-class Chinese able to land in Canada. Education for their offspring is very well, housing dirt cheap to their standards, close to water (HongKong Chinese like to be near water). It is no secret that Chinese investors own large portions of land and they intend to develop communities aimed at Asians. Oh, and let's not forget, Halifax is a quick hop to New York, a city magical to many Chinese.

For the Hongkongers, they need a " fallback" or Plan B option because the prospect of China taking over Hong Kong back in 2047 is very real...As Churchill once termed when " the bamboo curtain" shut down..no more "the good time flow "....the HK people will flock to Quebec...but for now, many of them are still making money in Hong Kong..what Quebec should do is to tax them no matter where they live..

This is all so enraging but I can’t even blame them. If I wanted to have a contingency citizenship aside from my originating country, a place to hide all my money and pay as little tax as I could and the federal government of Canada itself was like “please come on in, we’ll even hold your hand”, I would do it. That’s a sick deal. Ethics has no weight on this process

Not justifying these scams, but how is it enforceable to ask someone to sign "I have firm intention to settle in Quebec"? Couldnt someone easily say "yes I did have intention but I realized Quebec isnt what I expected so I want to move". Seems silly to ask people to sign something completely unenforceable according to charter of rights and freedoms on freedom of mobility

This is why Quebec should leave Canada. When I was a kid I was sad at the thought of Canada breaking up. Then as an adult I visited Quebec for the first time and came to the realization that we should separate.

i agree as well i visited Montreal last year and gatineau this year and both cities have the same problem. There is a severe shortage of parking in most places. and the immigrants live in very decrepit areas that would be inhabited any other place in Canada.

And what difference is there between a united Canada and a world where those same provinces are independant? The provinces would have to make new agreements for _everything_ Economies would collapse, trade would nearly cease, large regions would become uninhabited and likely get invaded, etc etc etc There is no meaningful benefit to breaking up the union as the alternative shares all the same downfalls while holding no extra beneftis.
