Some people hated/still hate the voice effect they gave Palpatine in this scene but I really don't mind it. This is essentially the culmination of his life-long plan for power so his sinister flare works fine. That and his outward repression of his darkside power probably caused a surge of extreme darkness within him once he let it out

It's one of the few times I consider voice distortion to be a very effective tool, if only because it is just used in this ONE scene, making it very memorable. Plus, Ian McDiarmid seemed to be working with the distortion rather than just doing what he normally does with Palpatine's voice. It's a terribly unnerving scene overall, and one of my favorites in the series.
