Hello. I have a confusion regarding user data. You are already sending user data with Google Ads conversion tracking tag using user-data variable. Is it also necessary to create Google ads user data event tag to send user data using same user-data variable? Because we already sending it. Should we send it twice? I thought sending user data with Google Ads conversion tracking tag is enough.

Yes, it just enough to send the Google Ads conversion with the user-data variable. The Google Ads User Provided is used a requirement for Offline Conversions using the Email or Phone instead the GCLID, I shared because a Lead Generation project can benefit a lot for Oflline Conversion tracking so you can track if the leads you are sending to your funnel actually buy or convert.
