Can you do a tutorial for those without Cloud SQL? Using sheets as a calculated database or something?

If I create an App like Help Desk using Google App Maker, the people who will use it have to have Gmail / GSuite or not? Is it possible for them to access the application using other email providers, like Microsoft?

Unfortunately not. You can only share applications built with the app maker inside a single domain.
