This is a genuine step up from Arkham Knight’s Gotham City. The quality is there and Gotham really seems to be represented like never before in this game. It looks like concept art brought to life. And it has a rich history, which is kinda necessary for a game about the Court of Owls.

Gotham is one of the most populated city in DC Comics. Day and night there are a LOT of cars and ordinary civilians around, not just villains and criminals. Unfortunately the open-world looks like it's lacking the former. It's big sure, but it's empty in terms of it being a "lively city".

It just completely takes you out of the experience. Why would you want to move a dot around on your screen just to travel. Gliding and grapnel boosting and bombing would be so much more fun and engaging.

Arkham Knight absolutely feels like Gotham even if it doesn't include ALL of Gotham. This game doesn't even come close to that. The architecture isn't accurate or inspired and the buildings are not tall enough. Agree on the evacuated part. They never had the courage to have citizens you could actually save and protect like Spiderman did. There's no guarantee this game will do it either, though. They might have a handful of NPCs to save and then an empty city(just like Knight).

Density can be harmful to an open-world game, if you gonna be dragged into an activity when you just want to explore and jump around, it's gonna be annoying. Like in Far Cry 5 where it's impossible to move an inch without some activity getting in your face.
