Furthermore, this means that in Houston Texas you can steal almost $2k worth of items, and it's still a misdemeanor. While in California, you go to big boy jail. There's an observation I make out loud whenever I 'm standing in a checkout line and I observe someone giving the clerk a hard time: "All customers bring pleasure- Some by coming. Some by going". Usually brings a silent "Thank you" from the cashier. Simple solution: Everyone entering the store needs to scan their drivers license or ID and their faces will be projected on a screen so a guard can cross check. No license or ID, no entry. Costco requires this, and probably has little to no theft problems. If most department and grocery stores do this, there will be compliance.
